Can a college golfer play in a golf scramble win it and receive money.

Technically no, unless it's designated as a scholarship.

The rules to play as an amateur do not only apply to golfers and are not limited to college athletes. Any amateur athlete (high school and college) is unauthorizes to accept prize money for participating in any contest. So if you're a baseball player and tag along to a golf tourney - you cannot accept prizes. Additionally, in the instance if a golf tournament where a team plays, none of the members of that team can win money! The only acceptable "winnings" are pro shop credit.
