Competitive Balance Revolt In Pennsylvania ?

For your information. Competitive balance is an issue elsewhere besides Ohio.

Schools to meet July 24 to discuss leaving the PIAA over public/private issue

entatives from nearly 100 of the states’s 500 school districts are set to meet July 24 to discuss leaving the Pennsylvania Interscholastic Athletic Association.

The meeting was sparked by what some district officials see as the unfair advantage private schools have in attracting top student athletes and the PIAA’s inadequate response to the problem.

The PIAA is enacting several rules changes intended to limit the number of student transfers.

In so doing, the PIAA hopes to level the playing field when it comes to the disproportionate success at the state level of public, charter and private schools in certain sports, most notably basketball and football.

But, according to ABC27 News of Harrisburg, nearly 100 districts think the PIAA isn’t moving fast enough.

An email sent to members of the Pennsylvania Principals Association invited them to meet in State College to discuss going their own way.

It is intended to “discuss the current inequity in PIAA playoffs, boundary/nonboundary schools, the possibility and logistics of creating separate state championships for boundary and nonboundary schools, the leadership of the PIAA, and the possible formation of a separate entity to provide a fair, equitable playing field for all students and schools in Pennsylvania if appropriate action is not taken by either the PIAA or through legislation.”

In encouraging schools to attend, the invitation also said “momentum on the issue is high, and it is time to act. Solutions discussed and developed at this session will be delivered to the General Assembly’s Athletic Oversight Committee.”

Those who plan to attend were asked to RSVP to Scott Albaugh, the superintendent of the Harmony Area School District.

"We don't want to go to the PIAA just with a problem," Albaugh told the Erie Times-News. "We want to go to with some solutions to consider, some options."

The meeting, according to ABC27, is being headed by William Hall, the superintendent of the Millcreek Township School District near Erie.

It is unclear how many, if any, District 11 school representatives will attend the July 24 meeting.

“Unequivocally, no,” was the answer of Catasauqua Athletic Director Tom Moll when asked if his school district would attend.

Moll acknowledged that schools throughout District 11 have been made aware of the meeting, but he’s uncertain to the level of their interest.

“I can only speak for Catasauqua,” he said. “Our District 11 chairman [Whitehall’s Bob Hartman] keeps us abreast of what the PIAA is trying to do with the new rules and they’re doing their best to make the necessary changes to achieve a level playing field. The PIAA knows there are concerns and they’re doing what they can to fix them. Some of these things take time.”

At its annual Pennsylvania Athletic Oversight Committee hearing at the Capitol in Harrisburg last month, the PIAA spelled out its upcoming rule changes to the legislature.

Among them are:

• In-season transfers must sit out 21 days to allow districts more time to investigate transfers. This change also includes a provision barring a student who transfers after a season has begun from further participation during that season if that student was eligible and available to participate in 50 percent of the number of competitions allowed per sport at his or her previous school.

• Eligibility lists by schools must be completed within two weeks of the start of the regular season and penalties for noncompliance have been stiffened.

• Any transfer that occurs after the break between eighth and ninth grade would prohibit the student from postseason play for one year after the transfer. If adopted, a waiver provision could be used for exceptional and unusual circumstances.

The board is also considering instituting a numerical formula that could force schools to move up in classification based on their success and the number of transfers they receive.

The next PIAA board of control meeting is set for Tuesday, when many, if not all, of the proposals are expected to be adopted.

Hartman said barring any late changes to the proposals, District 11 would vote to approve the rules changes. He also said Whitehall would not attend the July 24 meeting.

In an interview with The Morning Call last month after the hearing with the state legislature, PIAA Executive Director Robert Lombardi said, “Separating the playoffs isn’t going to happen right now, but the legislature was encouraged we’re trying to address these issues.

“Everybody has heard from a few rogue superintendents out there who think they’re going to come up with some crazy plan,” he said. “Those plans aren’t going to happen. The legislature is not going to upset the apple cart right now because we’re moving in the right direction.”

There is a big lawsuit in Alabama by some private schools over competitive balance, but their rules seem more punitive to private schools that what it appears to be in Ohio.

I like the idea of if a school has no district it doesn't play against schools that do. Only plays against others of its own kind in tournament play.
