Votto.... Is he worth 225 million over 10 seasons? 22.5 per year. $138K per game if he played every game.

Technically, yes he is worth it. It is really hard to say that anyone is truly worth that much money, especially when the team is losing...but, he's doing his part. Mike Trout is worth way more money than whatever he's being paid and the Angels are terrible. Trout's deal is $144.5 over 6 and he's valued at $331 million so far in his career.
Votto's free agent market value is over $30 million per year, so he's worth it. But, like you said, he's okay defensively and not a very good baserunner, add that with the team being bad, I can totally understand it seeming like a bad contract. Which, it could end up being a bad contract in the end, but it hasn't been yet. It's a lot of money committed on the backend of the deal for sure.
I'll even throw this out as someone who has been very hard on Brandon Phillips and his contract, he has also performed above the value of his contract, especially last season.
To be completely technical, it is pretty easy for a player to perform slightly above value (non example, in 2011, Phillips played 4x his contract), but the Reds only have 10 players who have performed over their contract this year. For comparisons sake, the Cubs have 21 players who have outplayed their contracts for the year, according to their FMV.
I'll probably hate myself for this post later, lol.

Bailey pitched well again, now has done so in 3 of 4 starts. Has a 3.66 ERA as of now and if you take out his rocky start, he's only allowed 3 ER in 16 2/3 innings.

2nd best record in baseball since the AS break and they don't even have major holes to fill to compete more consistently next year. Definitely a starter and bullpen help, along with a RF, but they are pretty solid overall at this point. And all of that help could easily come from their minor league system.
