Question for any Refs out there in Southeast OH?

If there is a loose ball and 2 players are going for the ball on the floor, when can a foul be given to a player? Always wondered that, I've seen it several ways. Thanks

Another question is, how long will you let a coach scream as loud as he can in your ear before you give him a T? If each one of you would respond so I'll know in case I start coaching again.

As soon as the foul occurs!! Scream in my ear?? If he is doing this, immediately!! If he is screaming, but not at me then he can scream all night.
