I think that the OHSAA - Proposal for competitive balance should just be dropped and do the right thing. Split the private schools from the public schools when tournament time comes. All of the fancy schemes, formulas, policies in the world will never make for a full-proof way of ensuring fairness come tournament time. The bottom line is that the OHSAA doesn't want to lose the large tournament revenue that is generated by including the private schools with the public schools. One additional suggestion is to make ANY student that transfers into another school district for ANY REASON ineligible for a full one year (12 month) period. This is a little bit draconian to propose but in the long run it will stop most of the transferring and/or recruiting that happens almost everywhere. Parents and students will take a long pause before they "try to play the system". Sure it will impact a few kids that truly were moving for valid reasons other than to take advantage of the athletic loopholes that currently exists.
