Did Belpre appeal that or did the ump call him out without an appeal?

In high school baseball dead ball appeals are allowed. From what you say what likely happened was after the play was over the Belpre head coach called time and appealed to the umpire saying that the runner missed 3rd base. The umpire obviously saw it too and called the runner out.

Live ball appeals are still legal in HS Baseball, but because it is baseball for high school players the NFHS gives a team the option of a dead ball appeal for several different reasons.

About 20 years ago the NFHS had a rule that if an umpire saw the runner miss a base he would call the runner out without an appeal at the end of a play. The rule lasted two years until everyone realized how bad a rule it was.
