Jackson has good receivers and a good arm at QB. Why not open the passing game up?

I realize it was a ugly low scoring game, but I’d vote the Jackson QB (Icenhower) for that engineering that final 90 plus yd drive, TD, and two point conversion to give Jackson the win over Gallipolis.
