How are boys & girls races seeded at District?

Do they just put #1 in a race with #4 & 5 etc. then 2,3 & 6..? or do you pick your race by seed?

My understanding is that the coaches have a meeting and vote on the number one seed and that team goes into race one, then number two goes into race 2 anlong with seed 4. Seed 5 and 6 go into race number one with the first seed and so on.
