1999 SEOAL tournament

hello all, i as well as several others have been working on a project for the last couple of years regarding the SEOAL wrestling tournament. i've gathered tons of information. but i need to know who won 171 at that tournament. it could have quite possibly been Pat Looney of Athens, but i don't know for sure. the champion may have also come from gallia or jackson, looney sounds logical but i just don't know for sure. i have spoken to several coaches both current and former and no one seems to have this info. if anyone has any idea please let me know. here is the breakdown.
