Only 21% of Americans live in rural communities,but rural crashes accounted for 58% of traffic fatalities in 2004,the national Highway Traffic Safety Administration reported.Officials blame this phenomenon on the reluctance of young rural men who drive pickup trucks to wear safety belts."The people who are not wearing their seat belts are the same people,by and large who are getting killed,"said NHTSA's Jackie Glassman.
