Actually if you type it in google maps BC to Teays is the same as Waverly to Chillicothe, so why would the lower seed get the closer drive?? At least Waverly doesn't have Chillicothe in their conference and play there every other year either.

Penalize the higher seed but you have to go out and play the game. Give the Tigers some more incentive.

I may be mistaken, but I believe that Bloom-Carroll is considered the higher seed in this matchup. Winner of every regional matchup either retains or assumes the seed that is closest to one.
